Pune: The mandatory installation of High-Security Registration Plates (HSRP) for vehicles registered before April 1, 2019, has raised serious security concerns due to widespread non-compliance by installation centers. While the deadline for compliance was extended to June 30, the surge in applications has revealed major lapses in the process.

HSRP Installation Irregularities

According to regulations, HSRPs must be installed at authorized centers only after verifying the vehicle and its owner. However, several centers have been bypassing these rules by handing out plates without verifying essential vehicle details. This practice has sparked concerns that such plates could be misused if they fall into the wrong hands.

Three private companies manage HSRP installation across Maharashtra, with Rosmerta Safety Systems Ltd operating 124 centers in Pune alone. Despite the high demand, authorities have confirmed that no additional centers will be opened. Vehicle owners book appointments online and are contacted to visit the nearest center for installation. The plate should be affixed to the vehicle at the center after verification.

However, violations of these guidelines have been reported. Centers have been issuing plates without confirming the vehicle’s ownership or verifying its chassis number, relying only on the registration number. This poses a serious risk, as unauthorized individuals could obtain plates and use them for illegal activities.

Cyber Fraud and Safety Issues

The situation is further complicated by the rise of fraudulent websites that exploit the mandatory online application process. Several fake portals have emerged, deceiving vehicle owners into sharing personal and financial information.

Additionally, the lack of proper verification at installation centers increases security risks. Concerned citizens have urged the Regional Transport Office (RTO) and law enforcement agencies to take stringent action to ensure compliance and prevent misuse.

RTO’s Response and Action Plan

Deputy Regional Transport Officer Swapnil Bhosale has assured strict enforcement of regulations. He stated, “HSRP plates must only be installed after verifying the vehicle’s chassis number or registration certificate (RC) book. No center operator is allowed to hand over plates directly to vehicle owners. During online booking, all vehicle details are recorded, and plates are installed only after thorough verification. If any violations are reported, strict action will be taken.”

Procedure for HSRP Registration

Vehicle owners must apply for HSRPs through the official website: https://transport.maharashtra.gov.in. The process involves selecting the “HSRP Online Booking” option, following the registration steps, and choosing the respective RTO. For assistance, users can contact the helpline at 7836888822.

Authorities have urged citizens to be cautious while booking HSRPs online and to report any suspicious activities or non-compliance to the RTO to ensure the integrity of the registration process.
