UPI, ATM And PAN Card Rules Changed From June 1; Major Impact On Daily Transactions
Several new rules related to digital payments, banking services, PAN card usage and financial transactions have come into effect from June 1, 2026, directly affecting millions of consumers across the country.
From June 1, 2026, several important changes have been introduced in the country’s digital payment and banking ecosystem. The new rules impact UPI transactions, ATM services, PAN card regulations and provident fund withdrawals, with the aim of improving security, transparency and user convenience.

One of the biggest changes is in the UPI system, where users will now be able to see the actual bank-registered name of the recipient before sending money. This feature will work while making payments through QR codes, mobile numbers or UPI IDs and is expected to significantly reduce cases of money being transferred to the wrong account and prevent fraud involving fake identities.
The rule applies across major UPI platforms, including Google Pay, PhonePe, Paytm and other UPI-enabled applications. The move is intended to strengthen trust in digital transactions and improve payment verification for users.
Important changes have also been made to PAN card-related rules. Earlier, a PAN card was mandatory for depositing cash above Rs 50,000 in a bank account in a single day. This requirement has now been relaxed.
However, PAN remains essential for high-value financial transactions. The reporting threshold for property purchases and sales has been increased from Rs 10 lakh to Rs 20 lakh. In addition, withdrawals exceeding Rs 10 lakh in a financial year will continue to attract reporting requirements as part of efforts to improve transparency and financial monitoring.
Another major development is related to provident fund withdrawals. The Employees’ Provident Fund Organisation is preparing to introduce UPI-based PF withdrawals, with testing of the system reportedly nearing completion. Once implemented, subscribers will be able to receive PF funds directly through UPI-linked accounts, reducing processing time and simplifying the withdrawal process.
ATM users may also face changes in service charges. Several banks are reviewing their ATM transaction fee structures. After the free transaction limit is exhausted, charges for services such as cash withdrawals, balance enquiries and mini statements could increase.
Customers have been advised to monitor updates issued by their respective banks, as charges and transaction limits may vary across institutions.
The new measures are aimed at strengthening digital security, reducing online fraud, improving financial transparency and enhancing the overall banking experience for consumers as India continues to expand its digital finance ecosystem.
