Viral Video: Speed cameras on Mumbai-Pune expressway?

Pune: In a viral video on social media, new cameras in the ghat section on the Mumbai Pune expressway can be seen.
As per information from an Instagram handle, “The ghat section is too crowded for these to be speed cameras. I suspect they have something to do with (finally!) enforcing lane discipline.
And there are half a dozen of these on either side in the hilly section of the Mumbai – Pune expressway where you frequently get stuck in those nightmarish traffic jams. Does anybody know what these are for?”
The Instagram caption further reads “And it’s super-high-time they enforced lane discipline and got those trucks to stick to the left lane. Traffic has gone from bad to an absolute nightmare. I’ve completely stopped driving here at night. Just too stressful (and dangerous).”

The video has gained around 27k likes with several comments & opinions from netizens.
An Instagram user said “I got challan for the speed of 89 where the limit is 50km/hr. Somewhere in the ghat area.”
Another Instagram user said, “They keep changing the speed limit to extort fines.”
An Instagram user posted “Yes saw them on my visit last week’s visit.”
Another Instagram user posted “They should capture the heavy vehicles being driven in all 3 lanes illegally.”
