Pune District Deputy Registrar of Cooperative Societies Issues Pet Ownership Guidelines

Pune: The District Deputy Registrar of Cooperative Societies, Sanjay Raut, has issued guidelines for pet owners and cooperative housing societies in the city. The guidelines, based on the Animal Welfare Board of India’s (AWBI) directives, aim to ensure responsible pet ownership while minimizing inconvenience to residents.

The move comes after a recent incident in Hadapsar, where over 300 cats were found in a flat, raising concerns about pet ownership regulations. Following complaints from various housing societies, the DDR’s office has provided clarity on pet-related responsibilities.

Key Guidelines for Pet Owners and Societies

According to Raut, the AWBI had issued detailed guidelines in 2015 for residents’ welfare and apartment owners’ associations. These emphasize responsible pet ownership while ensuring compassion for animals, as outlined in Article 51(g) of the Constitution.

Some key points from the guidelines include:

  • Pet owners must ensure their pets do not create a nuisance for other residents.
  • Housing societies cannot legally impose a ban on pet ownership, as such restrictions are unlawful.
  • Barking is a natural form of expression for dogs and must be tolerated. However, pet owners should make efforts to minimize excessive barking, especially at night.
  • Residents are encouraged to clean up after their pets and keep them leashed in common areas.

The issuance of these guidelines follows concerns raised by housing societies regarding pet-related issues. Authorities have urged both pet owners and societies to adhere to AWBI’s guidelines to maintain harmony in residential communities.
