Aadhaar Becomes Mandatory for New PAN Cards from July 1: Key Rules and Deadlines Explained
Starting July 1, 2025, Aadhaar will be a mandatory document for anyone applying for a new PAN card in India. This directive, issued by the Central Board of Direct Taxes (CBDT), is aimed at strengthening identity verification, preventing misuse, and improving overall tax compliance.
Why the Rule Has Been Introduced
The decision follows rising concerns over tax fraud, including individuals securing multiple or fake PAN cards and fraudulent GST registrations. By mandating Aadhaar-based verification, the Income Tax Department seeks to plug such loopholes and ensure that PAN cards are issued only to individuals with traceable, verifiable identities.
New Application Guidelines
Currently, applicants can submit various documents as ID and age proof for PAN issuance. However, from July 1, 2025, Aadhaar will be compulsory during the PAN application process. The Aadhaar number will be authenticated digitally to verify the applicant’s identity.
This change is part of a broader move to digitise tax services, improve transparency, and ensure a seamless user experience for taxpayers.
What Existing PAN Holders Need to Know
If you already have a PAN card, you don’t need to reapply. However, it’s mandatory to link your Aadhaar with your existing PAN before December 31, 2025. Failure to do so will lead to your PAN becoming inactive from January 1, 2026. An inactive PAN cannot be used for key financial activities such as filing tax returns, opening bank accounts, or conducting high-value transactions.
As of March 2024, out of 740 million PAN holders, 605 million had already linked their Aadhaar numbers. The rest are urged to complete the process at the earliest to avoid penalties and disruptions.
Introduction of PAN 2.0
The Income Tax Department is also rolling out PAN 2.0, a modernised platform aimed at overhauling PAN and TAN infrastructure. PAN 2.0 will make it easier for users to apply, update, or manage their PAN/TAN records through a secure and faster digital interface.
The existing PAN cards will remain valid under the new system. No further action is required apart from Aadhaar linking for those who haven’t done so yet.
Key Dates to Remember:

- January 1, 2026: Unlinked PANs will be deactivated
