Maharashtra Govt To Replace 7/12 Extracts With Property Cards In Newly Merged VillagesÂ
Mumbai, May 7, 2026: In a major policy decision aimed at streamlining urban land records, Maharashtra Revenue Minister Chandrashekhar Bawankule has directed municipal corporations and councils to discontinue the use of 7/12 extracts in newly included merged villages and introduce Property Cards instead.
The decision was taken during a meeting chaired by Bawankule at Mantralaya. The move will apply to villages that have recently become part of municipal corporation or municipal council limits due to expansion of city boundaries.
According to the Revenue Minister, once a village or rural area is brought under urban limits, the land use gradually changes from agricultural to non-agricultural (NA) or urban residential use. In such cases, maintaining Property Cards instead of traditional 7/12 extracts is considered legally more practical and efficient.

The Maharashtra government is expected to issue official implementation orders soon.
Officials said the move aims to reduce confusion and prevent fraud in property transactions. In several cities where urban land surveys have already been completed, both 7/12 extracts and Property Cards are currently in use. This dual system often creates complications during property sales and ownership verification.
The government believes that replacing the 7/12 system with a single Property Card mechanism in urban areas will help curb fraudulent practices, including cases where the same property is mortgaged with multiple banks for loans.
A Property Card serves as an important proof of ownership under revenue records and will include details of the entire building area as well as separate ownership records for individual flat owners. Officials said this would help protect the rights of property owners and reduce disputes during property transactions.
The state government highlighted several benefits of the new system, including easier transfer of property ownership, smoother access to bank loans and better organisation of land records across urban areas.
