Government introduces stricter toll penalties for overloaded vehicles; no fine up to 10% excess load, higher charges beyond limit
The central government has introduced new toll rules for vehicles on national highways, bringing stricter penalties for overloading. The revised rules, which come into effect from April 15, 2026, aim to improve road safety, reduce damage to highways, and ensure fair usage of infrastructure.
Under the new system, penalties for overloaded vehicles will be automatically collected through FASTag and other electronic payment methods, making the process more transparent and efficient.
No Penalty Up To 10% Overload
In a major relief for drivers, vehicles carrying up to 10% excess load over the permissible limit will not face any penalty. This exemption has been introduced to prevent minor measurement errors or small deviations from leading to fines.
However, once the limit is crossed, penalties increase sharply.
How Much Fine Will You Pay?
As per the new rules, vehicles overloaded between 10% and 40% will be charged double the normal toll fee. If the excess load goes beyond 40%, the toll charge will rise to four times the base toll amount.
This means that heavily overloaded vehicles could end up paying significantly higher charges while passing through toll plazas.
FASTag To Deduct Charges Automatically
To streamline enforcement, the government has installed certified weighbridges at toll plazas. These systems will measure the total vehicle weight, including cargo, and compare it with the permissible Gross Vehicle Weight.
If a vehicle is found overloaded, the penalty amount will be calculated instantly and deducted directly from the FASTag account. Drivers will not need to make any separate payment.
Details of such violations, including excess load data, will also be recorded and uploaded to the government’s VAHAN database for monitoring and enforcement.
What If Weighbridge Is Not Available?
In cases where a weighbridge is not available or is non-functional at a toll plaza, no additional overload penalty will be charged. Only the standard toll fee will apply in such situations.
However, the responsibility remains with the vehicle owner or driver to ensure compliance with load limits.
Applicability Of Rules
The new rules will apply to vehicles using FASTag-enabled toll collection systems. Vehicles without FASTag will continue to be governed by existing provisions.
Additionally, some older private highway projects may not immediately adopt the new rules unless operators agree to implement them.
Why These Rules Matter
Authorities say overloaded vehicles are a major cause of road damage and increase the risk of accidents. By enforcing stricter penalties and leveraging digital systems like FASTag, the government aims to extend the lifespan of highways and make travel safer for all road users.
The move marks a significant shift towards automated, rule-based toll enforcement across India’s highway network.
