Pune, April 3, 2026: In a major shift in road development policy, the Pune Municipal Corporation (PMC) has decided to stop building cement concrete roads in narrow internal lanes, citing persistent waterlogging, high costs, and maintenance challenges. 

Pune Municipal Commissioner Naval Kishore Ram announced that roads less than 9 metres wide will now be constructed using asphalt instead of cement. The move comes after repeated complaints from residents about flooding in low-lying areas, particularly during heavy and unseasonal rainfall.

Pune has nearly 900 kilometres of internal roads that fall within the 6 to 12-metre width range. Due to inadequate stormwater drainage systems, many of these roads frequently get flooded, with rainwater entering homes, parking areas, and residential societies.

Officials noted that cement roads, while durable, are non-permeable and restrict natural water absorption, leading to faster surface runoff and increased flooding risks. In contrast, asphalt roads are more adaptable, easier to repair, and better suited for areas where frequent digging for utilities such as pipelines and cables is required.

Cost has also been a key factor in the decision. Cement roads are significantly more expensive to build and maintain compared to asphalt roads. Additionally, damaged cement roads are difficult to restore, often resulting in higher public expenditure.

Civic authorities have also highlighted that cement roads contribute to rising urban temperatures, whereas asphalt offers relatively better heat management.

The administration has directed officials to implement the new policy, with detailed guidelines expected soon. The move aims to improve drainage, reduce flooding, and ensure more practical road infrastructure in Pune’s densely populated neighbourhoods.
