From December 1, vehicles without High-Security Registration Plates to face enforcement and penalties by flying squads.

As the deadline for installing High-Security Registration Plates (HSRP) on vehicles approaches, Pune RTO has emerged as the top-performing regional transport office in Maharashtra, while Andheri RTO leads in Mumbai. 

Vehicle owners have time only until November 30 to comply. From December 1, the Transport Department’s flying squads will begin strict action against vehicles without HSRP.

So far, 66% of vehicles in Mumbai and 60% across Maharashtra have been fitted with HSRP number plates. In Mumbai’s four RTO zones, Andheri (Mumbai West RTO) has achieved the highest installation rate, with 82.73% of old vehicles now compliant. In the Mumbai Metropolitan Region, Vashi RTO leads with 91% coverage.

What Happens After December 1?

Starting December 1, vehicles without HSRP will face:

  • Fines and penalty charges
  • Halted RTO services such as re-registration, modification approval, and licence renewal for non-compliant vehicles
  • Action by flying squads (Vayuveg Teams)

100% Coverage – A Challenge

Transport officials say achieving complete HSRP installation for old vehicles is difficult because:

  • Nearly 20% of old vehicles are in scrap condition
  • Many are either lying seized, unused, or privately scrapped without official records
  • Appointment-based installation is active, but delays are common

Owners are complaining that:

  • Even after booking appointments, HSRP plates are not always available at the center on the same day
  • Plates are sourced from other cities, causing 2–3 days delay after the appointment date
  • Centers remain closed on Sundays, further slowing the process

This has caused frustration among vehicle owners who arrive on the scheduled date but are told that their plates have not yet arrived.
