Maharashtra Govt To Apply MCOCA Against Gutkha Manufacturers and Sellers; FDA Minister Narhari Zirwal
Mumbai, December 11, 2025: In a major crackdown on the illegal gutkha trade, Chief Minister Devendra Fadnavis announced during the state legislature session that the Maharashtra Control of Organised Crime Act (MCOCA) will now be applied to gutkha manufacturers and sellers. The move is expected to significantly strengthen enforcement by the Food and Drug Administration (FDA), Food and Drug Administration Minister Narhari Zirwal said, expressing gratitude to the Chief Minister for approving the proposal.
Large quantities of gutkha and flavoured supari are being smuggled into Maharashtra from neighbouring states. Despite frequent seizures and criminal action by the FDA, illegal distribution continues through organised networks. To break this chain, the FDA had initiated the process of seeking permission to apply MCOCA. By announcing MCOCA action in the legislature, CM Fadnavis has fully supported the FDA’s proposal, Minister Zirwal said.
While announcing the decision, the Chief Minister stated: “To strengthen action against gutkha and narcotic substances, the government is moving forward with a stricter special law. Action will now be taken under the Maharashtra Control of Organised Crime Act (MCOCA).”
Although gutkha and flavoured pan masala are banned in Maharashtra, illegal sale continues, especially near schools and colleges. To make enforcement more stringent, MCOCA will now apply not only to gutkha suppliers but also to sellers involved in the chain, Zirwal added. The proposal will be submitted to the Law and Judiciary Department.
