Maharashtra’s Food and Drug Administration (FDA) has issued strict instructions against the growing use of “cheese analogue” being sold or served as paneer in hotels, restaurants and catering businesses.

Authorities said several complaints have been received about consumers being misled by cheaper substitutes that resemble paneer but are not made entirely from milk. In many cases, customers reportedly believed they were eating real paneer while being served processed cheese analogue products instead.

According to the FDA, hotels and food businesses using cheese analogue must now clearly mention it on menu cards, electronic displays and bills. Officials warned that action will be taken against establishments that fail to follow the rules.

What is cheese analogue?

Cheese analogue is not real paneer or natural cheese. It is generally made using vegetable oil, starch, emulsifiers, flavours and milk powder instead of pure milk. Since it is cheaper and has a longer shelf life, it is widely used in fast food items such as pizzas, burgers, sandwiches, rolls and some restaurant dishes.

Officials said the product may visually resemble paneer or cheese, making it difficult for ordinary consumers to identify the difference immediately.

The FDA has clarified that businesses cannot hide this information from customers. Hotels serving dishes made using cheese analogue will have to explicitly disclose it to avoid misleading consumers.

The administration has also warned that repeated violations could invite strict penalties and even cancellation of licences in serious cases.

How is real paneer different?

Food experts say paneer is a dairy product made directly from milk by curdling and pressing milk solids. It naturally contains milk protein, calcium and nutrients.

Cheese analogue products, on the other hand, may melt differently, become unusually stretchy and often have a more processed taste. Experts say analogue products may also contain lower nutritional value compared to genuine paneer.

The issue has sparked concern among consumers, especially in cities like Pune where paneer-based dishes are extremely popular in restaurants and street food outlets.

Officials said the new rules are aimed at increasing transparency and ensuring customers know exactly what they are being served.

Consumers have also been advised to check menu descriptions carefully and ask restaurants whether dishes contain real paneer or cheese analogue before ordering.
