Mumbai is getting ready for its most dramatic evolution yet. With the unveiling of Third Mumbai and Fourth Mumbai, Maharashtra is not just easing the load on its ever-growing financial capital—it’s redefining the future of urban India.
These ambitious new developments aim to supercharge the Mumbai Metropolitan Region (MMR), turning it into a powerhouse of global investment, innovation, and infrastructure.
From Mumbai to Megapolis: A Vision Unfolds
Once limited to Mumbai City and Mumbai Suburban, the metro expanded with Navi Mumbai—dubbed Second Mumbai—to absorb population and commercial growth. Now, the next chapter is unfolding.
The state’s new plan? Build Third and Fourth Mumbai as world-class smart cities, engineered from the ground up to lead in education, healthcare, sports, and innovation.
Third Mumbai: A High-Tech City Near the New International Airport
Located near the upcoming Navi Mumbai International Airport in Raigad district, Third Mumbai will rise within the Navi Mumbai Airport Influence Notified Area (NAINA), spread across a massive 323.44 sq km.
This futuristic city will include 124 villages across various notified areas and be connected by major infrastructure lifelines like the Mumbai Trans Harbour Link (Atal Setu) and the Mumbai-Pune Expressway.
Chief Minister Devendra Fadnavis calls it “India’s next-gen city,” featuring:
- Edu-City with 10 international-level universities
- Medicine City
- Sports City
- Innovation and Knowledge Cities
- Cyber Security Centre to tackle the threats of tomorrow
It’s not just a satellite city—it’s a global magnet for investments, talent, and technology.
Fourth Mumbai: India’s Port City of the Future
Heading north, Fourth Mumbai is set to rise near Vadhavan Port in Palghar district, about 140 km from South Mumbai and close to the Maharashtra-Gujarat border.
The star of this mega project is the Vadhavan Port—expected to be three times the size of JNPT, currently India’s busiest container terminal. With an investment of ₹76,220 crore, this deep-draft port will be developed under a public-private partnership by Vadhavan Port Project Ltd (VPPL).
Supporting the port is a proposed Greenfield international airport, with pre-feasibility studies already underway. To seal connectivity, plans include extending the bullet train network and coastal roads right up to the port zone.
Like Third Mumbai, this region will also host specialized hubs:
- Edu-City
- Sports City
- Medicine City
- Innovation and Knowledge Zones
A full-fledged smart city by the sea, Fourth Mumbai is being positioned as India’s answer to global port cities like Rotterdam and Singapore.
Beyond Mumbai: Maharashtra’s Statewide Growth Push
Maharashtra’s development isn’t stopping at Mumbai’s edge. At the 2025 India Conference by Bank of America, CM Fadnavis outlined a robust industrial blueprint:
- Chhatrapati Sambhajinagar: The upcoming EV manufacturing hub
- Gadchiroli: Set to become a steel production capital with ₹1 lakh crore in investments
- Nagpur, Nashik and Dhule: Fast-emerging centers for IT, infrastructure, and manufacturing
The Chief Minister also highlighted Maharashtra’s leadership in data infrastructure—holding 60% of India’s data center capacity, with Mumbai taking the lead as the fintech capital of the country.
Recent defence initiatives like Operation Sindoor further boost Maharashtra’s reputation in the strategic manufacturing sector.
A Vision in Phases: Maharashtra 2029 to 2047
CM Fadnavis has laid out a phased roadmap:
- Maharashtra 2029 – Fast-track goals for the near future
- Maharashtra 2035 – Economic and infrastructure expansion
- Maharashtra 2047 – Long-term vision aligned with India’s centenary
The strategy includes a heavy focus on Artificial Intelligence, smart governance, and cyber security, with plans for a dedicated advanced cyber defence centre.
With Third and Fourth Mumbai, Maharashtra is turning bold ideas into concrete action. These next-gen cities aren’t just expansions—they’re engines of growth, designed to put the state at the center of global commerce, innovation, and opportunity.
