TRAI Rolls Out 1600-Series Numbers for Insurance Calls to Combat Spam and Fraud
The Telecom Regulatory Authority of India (TRAI) has announced new guidelines for insurance companies to protect consumers from unwanted calls and cyber fraud. Moving forward, all IRDAI-regulated insurance companies must use phone numbers starting with 1600 when contacting their customers. This measure will allow consumers to quickly identify legitimate insurance-related calls and distinguish them from fraudulent ones.
Similar regulations have already been successfully implemented in the banking and financial sectors. Now, insurance providers are required to follow suit, which is expected to significantly reduce disturbances for millions of mobile users and make it harder for scammers to operate.
Which Calls Will Use 1600-Series Numbers?
Under the new rules, 1600-series numbers are strictly for customer service or transaction-related communications, such as:
Providing policy details
Sending reminders for premium payments
Other essential communications
These numbers cannot be used for promotional calls or selling new policies, which are covered under separate regulations. This distinction will help customers easily recognize genuine service calls and avoid unnecessary interruptions.
Timeline for Implementation
TRAI issued the directive on 16 December 2025, giving insurance companies until 15 February 2026 to fully transition their calling systems to the 1600 series. The Department of Telecommunications (DoT) has reserved this series for banks, financial services, insurance providers, and government organizations. Companies failing to comply with the deadline may face regulatory penalties.
This structured implementation ensures that all regulated entities follow a uniform standard, making it easier for customers to identify legitimate calls.
Benefits for Customers
Once implemented, customers will immediately know that a call from a 1600 number is genuine. Fake calls usually come from random numbers, so this change will allow consumers to safely avoid suspicious calls.
With the cooperation of TRAI and IRDAI, this move is expected to reduce fraud and impersonation scams while also lowering the number of unsolicited calls. Customers can now have more trust in the calls they receive and experience less disturbance.
Background and Broader Context
The 1600-series initiative builds on TRAI’s previous successful measures for entities regulated by RBI, SEBI, and PFRDA. So far, about 570 entities have adopted this series, subscribing to over 3,000 individual numbers.
Following stakeholder consultations, TRAI set a clear timeline to ensure a smooth transition. Moving away from regular 10-digit numbers to the dedicated 1600-series reduces the risk of scammers impersonating legitimate institutions, making communication safer and more organized.
While the current focus is on the insurance sector, similar rules could be extended to other sectors in the future. Consumers are encouraged to report suspicious calls to 1909, helping further curb spam and fraud.
