Pune: CM Devendra Fadnavis Orders Probe Into ₹653-Crore TDR Scam Linked To Slum Redevelopment Project

Pune, October 30, 2025: Maharashtra Chief Minister Devendra Fadnavis has ordered an inquiry into an alleged ₹653-crore land TDR (Transferable Development Rights) scam connected to the Janata Vasahat slum rehabilitation project in Parvati, Pune.
The directive follows a request from Minister of State for Urban Development Madhuri Misal, who had sought an immediate stay on the controversial redevelopment proposal.
Acting on her request, the Chief Minister directed the Additional Chief Secretary of the Housing Department, Asim Kumar Gupta, to suspend the proposal and initiate a detailed investigation. The Urban Development Department’s review had already exposed large-scale irregularities in the TDR allocation process.
The case involves three plots—Final Plot Nos. 519, 521A, and 521B (Old Survey Nos. 105, 107, 108, 109)—covering about 48 acres in Parvati. The land, owned by Parvati Land Developers LLP, houses nearly 3,000 slum structures. Under the 2022 SRA guidelines, the Slum Rehabilitation Authority (SRA) proposed to acquire the land for redevelopment and compensate the owners through TDR worth ₹763 crore.
However, the Urban Planning Department’s assessment revealed that the actual value of the plots was closer to ₹110 crore, suggesting a discrepancy of around ₹653 crore. Reports indicate that the SRA’s flawed valuation process directly benefited certain developers.
Minister Madhuri Misal brought the issue to the Chief Minister’s attention during his visit to Pune, urging a full-fledged investigation. Following this, Fadnavis ordered a formal inquiry into the alleged scam, maintaining the stay on the redevelopment proposal until further review.
